Founder & Principal AdvisorMadalyn Vieira brings a unique blend of water policy leadership, legal training, and SGMA implementation expertise to Valley Water Strategies. With extensive experience working directly in California groundwater policy, Madalyn has helped shape and manage SGMA-related compliance efforts across the Tule Subbasin and has worked closely with GSAs, landowners, and agricultural stakeholders on some of the region’s most pressing water challenges.
Her background in water law, regulatory policy, and agricultural groundwater operations gives Valley Water Strategies a distinct advantage: the ability to understand both the legal framework driving regulation and the operational realities facing growers every day.

Hunter Brown brings a rare combination of agricultural operations expertise, crop management knowledge, and land investment insight to Valley Water Strategies. As a certified Pest Control Adviser (PCA) and experienced farm manager overseeing high-value agricultural investments, Hunter has extensive firsthand experience managing the operational, agronomic, and financial realities that directly impact California growers.
His background includes overseeing complex farming operations, advising on crop production strategy, and managing agricultural properties where water availability is central to both productivity and asset performance. Hunter’s experience in agricultural real estate further strengthens his ability to evaluate how groundwater regulation affects land value, long-term farm viability, and investment decisions.
With a deep understanding of both field-level operations and agricultural asset management, Hunter helps clients translate water policy challenges into practical, business-focused strategies that protect productivity, preserve land value, and support smarter long-term planning.
